Early Life and Education

Jerome grew up in South Delta, where he developed a strong appreciation for community, collaboration, and the importance of sustainable development. A graduate of South Delta Secondary School, he pursued post-secondary studies in Political Science and Business Administration at Simon Fraser University, then Thompson Rivers University.

His education focused on the intersections of management, leadership, governance, sustainability, and political science—themes that continue to guide his work and vision for Richmond.

Professional Background

Jerome’s career includes significant experience in both the public and private sectors. He worked at the City of Richmond, with Emergency Programs where he gained firsthand insights into municipal operations, policy development, and community engagement. This role gave him a deep understanding of Richmond’s demographics, safety priorities, community risks and the challenges faced by local governments working with other levels of government.

Additionally, Jerome has over 20 years of experience in leadership and management roles with organizations like Air Canada and BC Hydro, successfully leading teams in operations and special projects. He has spent the last 10 years as a professional consultant, specializing in leadership, governance, conflict resolution and business growth. His ability to navigate complex projects and bring diverse stakeholders together has consistently delivered positive outcomes.

Community Involvement

Jerome’s dedication to Richmond extends beyond his professional work. As a volunteer, he has actively contributed to numerous local events and organizations, including:

Emergency Social Services

Providing leadership in community emergency response, training program development, design of emergency exercises, public emergency preparedness presentations, researching and authoring industry articles. Emergency Programs mandate was to provide services to ensure the protection of life, public infrastructure, private property and the environment in the event of an emergency or disaster situation. Responded to city emergencies 24/7 in support of emergency social services for displaced residents.

Richmond Fitness and Wellness Association

As a board member, we work in partnership with the City of Richmond to: deliver and expand the Walk Richmond program, champion fitness and wellness initiatives that implement the Richmond Community Wellness Strategy, and facilitate continuing education opportunities for Fitness Leaders working in all community centres.

Economic Advisory Committee

Provided City Council with feedback and advice on economic development strategic planning issues and initiatives.

He plans to work with all levels of government to secure funding and address housing needs for diverse populations. He believes every tax dollar collected and spent needs to be justified and increases kept to a minimum.

Inclusivity

Jerome is dedicated to ensuring Richmond’s services and programs are accessible and reflect the city’s diverse community. He supports initiatives that empower seniors, youth, newcomers, and underserved groups.
